Artie's been pretty open about this -- Joe asked him, just before

history, should have known what he was getting himself into.

Yeah, it's equal fault. Nobody expected Artie to pull out the big haymakers (in spite of pre-show "get rough" advisory), but Joe wasn't supporting the show on his own merits either (which is probably why producers told Artie to "go the extra mile" in the first place, fearing Joe couldn't carry it solo).
In his second book, Artie describes this segment -- not the entire show, but specifically this final 8-minute stretch -- as one of the worst things he's ever done. He still sort of defends the first bit, which is slightly more playful, but, somewhere between "jizz on my chest" and "this show won't make it to episode #4" a line was crossed -- once the show itself was mocked, I don't think there was any coming back. Joe seems to share that sentiment in his friendly-but-factual foreword.

As cringe-worthy as this was, this was one of those rare TV moments that were actually real. There's a lot of pre-scripted, mundane television, but this was a legitimate moment where reality just happened to be filmed.
