Those sticks are too long, make them shorter and the problem will disappear!
It is more easy if the sticks are long, for the lever principle. In this case, the problems are two: 1) the sticks are not counterbalanced; 2) the clapper is too short
I don't believe the clapper will give serious problems with shorter sticks
