Sorry answering 3 years later, but I think the game means that the district is goig to change, but not for bad, idk they really shitted in that part, that phrase is really confusing. (sorry if my english is bad)
If i remember correctly, she will inevitably turn into a Skal, if you check back later. The whole place is gonna crawl with skals. Whitechapel will deteriorate real fast from that point. They gonna get sick three times? While you sleep through nights.

Well that’s just fucking great! I accidentally chose Charm and now I have to start all the way back from the beginning of the game AGAIN! Why couldn’t they have just given us the ability to reload past saves 🤦♀️
Cause things have consequences in this game I love that. It's a very different game. Would been cool with a prequel about Ashbury and the Knight.
