I know some dolphins use pufferfish to get high, maybe the seal was trying to do the same thing?

My dog does the same thing with balloons, gets it by the knot (pufferfish tail for the seal) and throws it around for fun, but she is also really gentle and only gets balloons by the knot because she is scared of popping them 😂
