When someone gets knocked out, they don't know what happened. Ref was just doing his job detailing the Fighters injuries, So he could asses for himself.

People are nuts. The ref is hugging the dude and patting his chest. Him talking about the injuries isn't being insensitive, it sounds like he got scared and is coming off adrenaline now that he sees the guy awake and aware of his surroundings. He's talking because he is relieved and worried about the guy.
Its not his place to talk like that. It was weird and borderline creepy. He was smiling as well. He loves seeing people knocked out. Weird behaviour
