Given most of those "hunters" are using cheat clients I probably wouldn't give them any reward in the off chance they get you anyway. Also, if they're going to abuse scouts id probably use scouts of your own to also rag them.
I appreciate that you're looking out for me but I can vouch for all the people who have been hunting me. They're legit and are just really good at hunting. It's also fine to use scouts, because hunting without them would be pretty much impossible :)

Indeed! But you do have to get a normal skull as you said, the normal high risk world skull doesn't boost the drop rate

Fight back during your tank tests. Freeze and step under, step around a tree, do something. Don't just let them get free hits on you.

Do you think the hunters are using auto-tele block scripts? That one at draynor manor was same tick as you leaving your house. He couldn’t have been spam clicking due to actually having to cast the spell
Noo they're all 100% legit! They expected me to go there which is why he had the spell already selected, which meant he only had to click me as soon as I teled in
Even if legit, makes it feel like you should use an account to teleport to those places and scout first, since they've got multiple accounts (and people) versus you!

They were actually camping the teleports which I use for farming because they saw the bucket I dropped at the varrock tree patch! I was also surprised why they were camping draynor manor first
