is there an actual limit to these ultras when there are simply too many bullets on the screen for the game to handle? i mean of course even a TAS has limits but you can't keep adding multipliers forever

It's true that my TASes don't have much of an objective nor do they use special techniques other than frame advance and savestates, but I did only make these because no one seemed to pick up on the idea and I thought it would be entertaining to watch, just from the danmaku alone. The TAS label is somewhat misleading in that sense, but again, it's easier to explain to most viewers that tools/cheats were used for entertainment purposes with the word TAS than tool-assist.

There are. I assume it's caused by memory constraints, where eventually there just isn't enough space to store all of the bullets.
3 years late, but if you saw the UFO TAS for the extra stage you'll see that that's the exact case on Nue's survival
