Red light flashing , specifically after midnight on suburban lanes. If you wait for green light , you would have to wait till next day morning. So consider flashing red light as stop sign
Steady red light and flashing red light are different. For the steady red light, you have to wait until it turn green. For a flashing red light, you have to stop for a for a moment and proceed of way is clear (like a stop sign)

You cannot expect green light soon when red light is flashing. You may be confused with flashing and steady red lights, I guess
