I'm sorry if this isn't very fleshed out. But I watch a lot of RP, and I've always liked the idea of trying to create some sort of secret syndicate of police and city officials using bribery. You would use manufactured or actual evidence of wrongdoing, photos, recorded conversations, threats to their families, maybe even kidnap them and get them to admit things on tape.
Once you had the leverage over officers and city officials, you would then create a giant heist/drug deal or assassination where you use the people you have control over to cover it up or enable it. It may be too difficult in the context of RP to get people controlled like that, too many variables that could go wrong. Stopping leaks and making sure your control was absolute would be difficult. I just think it would be interesting to see how they deal with being a pawn in a much larger game.

I think a simple shapeshifter killer is good enough. He lures his victims in, kills them, takes their appearance and acts like that person while looking for more victims.

The cereal bomber is such an interesting character. The dude just compulsively put bombs in cereal boxes even at the expense of everything he owns. This guy gave up the van his father gave him and the clothes off his back just to blow more people up. Makes you wonder what's driving him to do all this. I'm guessing it's revenge. He's like the quiet kid, but instead of guns, he uses bombs.
