It's not enough to be undefeated and be a champion. None of that matters much when you don't win the hearts of the fans. Shakur needs to develop a style that can win peoples' hearts.
And people have to understand something, even though Floyd was hated by many people, he had a fan pleasing fighting style up to 28 or 29. After that, Mayweather's body couldn't keep up with his usual fighting style like All Might's body couldn't keep up with One for All, so Mayweather changed his style to a more conservative boxing gimmick.
But Mayweather got away with that because he knew when to be defensive and knew when to turn it on. On top of that, Mayweather already had a strong fan base who were willing to follow him despite slowing down.
Shakur is basically fighting like old Mayweather without even having to fight hard in the beginning, thus Shakur's fan base and fighting appeal is limited.
I never liked Mayweather much, but I can't deny he was fun to watch when he was current Shakur's age because young Mayweather was actually going for the knockouts and was very offensive.
So this explains why Shakur isn't a pay-per-view worthy star.
