The real reason is that weaving only really heats the surface of the front tyres which is useful sure, but what you really want to do is use the brakes to heat up the inside of the tyres, so that they retain their heat & don’t cool down before the safety car restart. Also you don’t want to overheat your tyres as that will actually make them lose grip

Kimi rides with the breaks on instead, warms the tyres through the core temperature of the wheel itself, which is ultimately better as you're gaining grip without losing longevity on the tyre.
