I prefer putting the resolution to 720p and go to advanced and set the frame scaling mode to 0.800 this is the best quality and fps for low end pc gamers
I don't think Population Variety has any effect in FPS, but Distance Scaling has so you might wanna turn it low if you are having FPS/Lag/Stutter issues.

Turn off FXAA, MSAA, Vsync and Anisotropic filtering.
Reduce the population density and Distance scaling.
Also try to play the game @1280x720p resolution.

Gta v - it will lag in open areas.
It also depend what devices you have desktop will give better performance than laptop.

The only way is go to documents/gtav/settings the decreased the max load scale to 0.000000 if them also lagging the -1.000000 u will see some textures prblm but u will get 30 up fps it work for me Intel hd 4400

my pc is i3 9100 4gb ram .when i m stationary it gives around 40 fps but when i drive fast it stutter. to prevent thi i set textures reflections and shadows to high and lod scale to 0.4
it prevented stutters but stationary fps dropped to 30

When I reduce graphics and keep low resolution 800x600 the game too lag even more from the default settings, then I keep very high textures and it really helps me game isn't smooth but better than keep on lagging, and even i can play in 1440resolutions. 👍❤️
