Spot on, until recently I hadn't realized that Mario updated his favorite way to tackle ED and it's a relief! Although what he previously suggested was pretty good, it was a real pain to follow... I just go'ogled the latest by Mario Volpstein, it's so much simpler and potent now!
How does a person know they have ED. Especially when they havent had a relationship before. I am not a Dr but a person cannot know if they have such a condition. If someone falls to haram then that isnt the same as functioning with someone else. Like sheikh said its the desire which can be the problem and not the the so called ED as a person wouldnt know that. These things can be improved. With natural and medical interventions. So a man cannot know if he suffer this except if he doesnt have the desire. Thats different.
If a man has low desire therefore not experiencing erections to know if he can function this sounds more like a libido issue / lack of libido rather than directly erectile disfunction, what instead can be a symtom of low libido, therefore perhaps the man should explain this to a potential spouse, what the reasons are or he thinks could be and if he expects it to change with marriage.
I hope this helps brother and if a man wishes to improve his libido he likely can, whereas if he has a low libido that may not increase and he's fine with that I would recommend he looks for a spouse who will be compatible, we are all different.

Ask allah azza wajal first and foremost you can pray 2 raka and ask for it then i would study aqidah learn who allah azza wajal is and what he has done for you and the only thing he wants from you and when you do that and keep doing that youll find that the love you have for allah azza wajal will overcome the haram if you keep doing it the less haram you will do ,it will make the haram revolting and the halah appetizing may allah azza wajal guide us all
