Because if he was born he would be part of the Humans, I am gonna imply the "Is Sans Ness Theory" because at the end of Undertale, you can see the castle or something and you can find that in Earthbound. Hes only depressed because of the fandom, and thats only FANON. Canon Sans is just the hardest boss fight. Toby Fox doesnt care about the fandom anymore and lets it slide.
