UPI, or Unified Payments Interface, is an instant real-time payment system developed by the National Payments Corporation of India (NPCI). NPCI is a not-for-profit organization that was set up by the Reserve Bank of India and Indian Banks' Association to provide infrastructure for various retail payment systems in India.
Therefore, NPCI is the owner of UPI. The NPCI is governed by a board of directors, which includes representatives from various banks in India. The board is responsible for the management and operation of UPI, as well as other payment systems developed by NPCI.

Recently lost money using UPI. Transaction failed and tick mark did not appear. However amount got deducted. tried again and same problem. So had to give cash to the vendor. Ended up paying 3 times the cost of product. amount not yet credited back to account even after 2 months completed. So now I am careful not to use UPI to unknown persons and vendors.
