Holden EJ Learner Driver + Brake Seize Amateur Maintenance Moment

My daughter taking her first drive in the old Holden EJ (she did quite well in spite of the lousy instructor!) and an amateur maintenance moment of trying to adjust the brakes to prevent them from locking up. If anyone out there knows what is going on, any advice would be most appreciated!
