the 25% from puppets wasnt bugged. you were looking at the list of factories you OWN (either from trade, occupied land, built in your own land, or taken via factory rights). you dont own the factories you get from integrated puppets or fascist puppets. if you looked under your construction queue, you'd see that you actually can construct. hover your cursor over the number of civs you have and it will give you this breakdown:
Owned - 0
From Subjects - X
TLDR
the factory count at the top of the screen is owned factories, but puppet factories are accessed, not owned.

Fascist puppets from peace conference starts from Level 1 or the lowest level, but other ideologies' puppets starts at Level 2. Not to mention Fascist puppet requires different amount of independence score to get promoted or demoted. However there is a caveat, as Fascist puppets at level 1 do not give the master 100% manpower the others have as Integrated Puppet, and the only way Fascists can get 100% manpower is from Collaboration Government.
But fascist puppets will get 7% recruitable population from generic focus tree
I really like the idea of puppeting and war reparations being more powerful than straight up annexing a country. There has to be an incentive to create puppets otherwise I'd just annex everything and grow compliance. The new peace deal system actually makes me sometimes puppet countries, which I never really did before unless I wanted to make a buffer state.
I do think you get more manpower and such from 100% compliance annexation and you don't complete gut your puppet by taking all their factories either. So personally I feel annexing with high comp is still a lot more powerful although it is also harder to do.
In the reality the puppet factories are represented as outside of your own factories as same as you get 2 civs with china in the focus tree. That's the reason that it's not appear in the top but if you go in the construction panel you can see the civs that the subjects provides you
This new Peace Conference System is interested but a bit confusing in terms of UI. I tried creating a seperate puppet in southern Nationalist China after a war fighting on the side of the communists and Japanese but for some reason the territory kept on going to Qing China
i think the thing with integrating the puppets is that it can take quite a long time until you get the civs. When I did Imperial Fed once it sometimes took like one to two weeks until i got the civs
I think this is the biggest issue he's having, I've had it take a few months before it kicks in and suddenly have an extra 40 military factories.
When I puppet a country it takes a month or two to give the factorys
The tab showing only 20 factories from occupied states only shows 20 because that's the max level of civs
I think the puppet thing where they give 25% industry to overlord is a feature where they help you build stuff in your own production que with their civilian factories not sure doe havent tested
If you build civs in an puppet with warreps, did this give you thes civs, so you had more biuldingslots and lower the autonomy of the puppet at the same time?

You need to give it a few days or reload the game to get the puppet factories.
colab states can be during DURING the war, whereas War Reps is only after the war
what collab(compliance) gives you: menpower(possibly) all recources , all mills (war reperations not give any) and puppet gives like 50% or 75% mills
so war rep seams like great early war thing if you cant do 90% collab

I just edited the game so that Eritrea has the Horn of Africa common tree and then released it as a collab gov of Italy. It works and they get the Horn tree.
I tried it with Ethiopia and it seems to be working for them as well.

@@NZIGNANTI a capitulated country that's not been annexed is still technically on the map, just under foreign occupation.
If you create a Greece collab gov in the Dodecanese while the real Greece has capitulated but hasn't been annexed for example, Italian Greece will have the generic tree. That's the gist of it from my tests.
Collab gov now isn't for getting factories-- war reps do that much better for actually play time. It's now instead for getting manpower and trade.
You know civilians factories are not all? In fact, that's the last thing I want from annexed country.

The puppeted Poland Reichskommisariat from the start doesn't give any civilians in a vacuum, but I believe that if you build in their territory their factories will go towards that
There was a thing for me maybe it was visual but but when I had their factories it didn’t show up in the civ thing but. I was still using them
I actually don't know do you get mil factories from collabs? I'm pretty sure you do. You can only get civs from war reps meaning if you do the collab gov you will get more factories w the mills too?

The real strength of Collaborative Governments is they can be released during a long drawn out war.
To get a puppet AND war reparation you need peace conference. Collaborative governments can be released at anytime if the compliance is high enough.
I really love the new peace deals, could be less confusing by a looooooong shot sometimes with claiming and revoking claims on land and such, but it used to be a lot worse. I love it that to get resources from a country now, I don't even have to puppet them, just change government and apply resource rights, that's it, that's like 4 years of resource issues solved

Puppet civs only update on the 1st of every month, not every day.
How long you get factories from war preparations? 5 Years, so not the best option in the long run, but you win wars in short time period, so it seems really viable option.

What I'm curious about is if you can Demill them and War Rep as your Puppet and just build more Civs in them and you gain access to them
I just decided to play as Kaiser Germany only annexing my core pre-ww1 territory (and the Netherlands because they decided to prevent the Kaiser to return) for fun and exploring new tactics, so I made everything else puppets or put super harsh deals on them
To my surprise I did it better than with the Nazis annexing everything that moved

Pretty sure once you start building inside a puppet state you reduce their autonomy, so technically it could work.
Yes the bug have been there sens they changed the puppet system it will fix it self after a new factory is built in the puppeted nation in the old builds dont know now tho. Have not played in some time.

The 25% from puppies isn't a bug it is a percentage of the factories you have. If you have 4 factories at the beginning then you will get 1 civilian factory from Poland, etc.
GigaChad players, who want to annex provs, can use civ oversight everywhere except resions with most factories.

Are those +25%to civilian factories not dependent on how many civs you already have? So 25% of 0 is still 0. If you have 12 factories would you not get an extra 3 factories?
No, puppets don't multiply your factories, they give a portion of their factories. +25% means that they increase the percentage of their factories that they give to you by 25

This is very powerful for Japan, after winning an early China war, getting more of their industry with reparations and more of their recources via puppet and new peace deal mechanics, leads to a stronger buildup to the war with the Allies. If you optomize your ship builds, you can completely overpower the British and American navies (thanks 71Cloak)!
Does it give a factory bonus of your countries’ factory output? If you have 12, the 25% bonus would give you 3 so you get 15.
Hey yo feed back! Video experiment, how to get the maximum naval dockyards from non core territory! My current meta as Austria Hungary building a navy is, 1-2 Collab governments in Italy before conquest and rebuilding every factory as a a dockyard!

I am a bit late, but in a way, downright annex (with collab on the side) should also include the growth potential of a nation. Germany taking early Poland and France, for instance, would allow these occupied states to grow in compliance and be part of total buildable land. However, if Germany takes Soviets later down the line, then it may be preferable to take only the necessary lands to suit their needs and asking for war reps since it would be neigh impossible to up any compliance until the game ends.
In the end, there doesnt seem to be one over another. It seems like you are limiting yourself if you start doing war reps for super early wars, but the merit of just flat taking the current industrial capability of opposing nation after all their industrial focuses are done seems to carry more and more merit as the game progresses towards end stage.
That would be good for a country like usa so you dont have to deal with resistance

@@NZIGNANTI That's a good or bad thing depending on the nation. Some trees have less factories than the generic one. Also, multiple nations having the same tree could break the game.

I think the extra factories on reichskommisariat from war reps is because of the 25% extra civs. i think it is bugged and only works when it is giving you the factories and doesnt give them automatically but since it is already giving them from war reps it actually does give every factory. idk though

In regards to the puppets, you have to let time pass from a bit to get the factories, waiting a couple days is not enough, they trickle in slowly. This is how I remember it working in my games someone correct me if I am mistaken. @titchymitchy56 seems to agree with my experience as well.
do I need any dlc to annex puppets? I only got the vanilla hoi4, and there is no button for subjects after I made a puppet, I am actually complete starter and still try to figure out how does the game mechanics works

4:15 that's... weird. You should definietly getting some. If you start as Japan, you have 2 puppets with the same Civ/Mil industry to overlord stat, and you are getting them (Manchuria has 3 mil 2 civ, Menguko has 1 civ. You are getting 2 mils and 1 civ from Manchuria).
Bugged? Console commands mess up? Factories are damaged? Idk
I often puppet the Soviets so I get factories and manpower without any need for occupation.
You also lose war reps if the puppet gets into a war (I think? There is something along those lines)

I think because of the new reparations decision, the game doesn't think it need to give civs.
😭help me with resistance
Tips: -build interwar light tanks. With dlc use wheel and 1 mg. Costs less than armored cars, and have higher suppression than cavalry. Also it has armor so you won't lose as much equipment or manpower in resistance attacks.
-make a garrison template, of 1 police company and 25 cavalry or light tank. Needs more equipment but is cheaper overall. If police gives 10% more suppression, with 1 cav (2 suppression) you gain 0.2 suppression but with 25 cav (50 suppression) you gain 5. It's like having 3 more cav unit. Cav is cheap but use light tank when you have industry.
-always do the 'create collaboration government' Spy mission on countries you want to invade, so you get high compliance and lower resistance when you invade. Less trouble long term.
-use 'martial law' occupation rule by default, it keeps resistance at super minimum if you have 0 compliance in a country you invade. 0 resistance = 0 problem but obviously compliance will be low and won't get industry or resources. High compliance lowers resistance. High resistance lowers compliance. And harsh occupation rules will lower compliance :(
-use the spy mission "rout out resistance", your spies will lower resistance with 0 effort. And when resistance is near 0 you can lower the occupation rule to less harsh rules, and develop compliance and use less garrisons in occupied lands.
-Areas with a capital or large cities (big round dots), have higher resistance by default. Focus those lands with spy missions or harsher laws. Rest of areas with lower population can have less hars laws often times.

@@NZIGNANTI I wasn't aware of that actually, though to be honest, I would primarily only do collab government when I'm planning on annexing, given that it gives you far higher compliance once you do so. Do they not keep their focus trees if you puppet them? I've seen that happen plenty of times in my runs
