Yh That's because you have that account attached to your device So even if you install and uninstall and even clear the app data the account will come back But when you factory reset your device it won't come back

Yes restarting will wipe out all your saved data and it's already new and that is already deleted You can only get the new one created after wiping out the old one

Whenever you try to remove someone login the account to your Gmail then you'll have it fully on your device Do the steps in this video make it clear to FTG that you own the account and you don't want it on another device but yours
