the easiest flag is something like monaco or indonesia because you make a white flag and just recover half of it in red so it's simpler than making a circle

Almost all flags with the coat of arms are impossible to draw
So without considering those, the most difficult are in my opinion:

Kosovo and Cyprus are very difficult because it is very difficult to design their territory: 🇽🇰🇨🇾
But surely the most impossible flag to draw from the point of view of proportions is Nepal
