The GB knows this, but has been caught in its own trap of trying to maintain their credibility with the more gullible among the JWs. The "overlapping generation" nonsense is just another attempt to shore up the failed 1914 doctrine, and just serves to further reveal how wrong it is, and how the organization operates: Watchtower doctrine first; truth a distant second. Furthermore, there never was a "1914 generation" as defined by the org., because none of the "anointed" back then "understood the signs" as the START of the "last days." At the time, the WT was telling them it was the END of the "last days." From this, the entire religion falls apart, because 1919 (the date when the org. leaders were supposedly judged by Jesus to be the "faithful and discreet slave") hinges on 1914. Their house of cards lies flat upon the table, and we are now all free to live our lives without having to kowtow to these men.

They also stated that the end would "surely" come before the year 2001. See the pattern? I always ask JWs: What sort of prophet issues false prophecies? A true prophet or a false prophet? But the oldest ones the WT could find, whom they put on the cover of the May 15, 1984 Watchtower (i0.wp.com/www.watchtowerhelp.club/blog/wp-content/uploads/1984_watchtower_cover_1914_generation-1.jpg?ssl=1) as representatives of "the generation that would not die" have all long since died. I stand corrected. This brings up an interesting point: WHEN is someone "anointed"? And: Have they already been selected at birth to be of that class? I thought the WT would simply say that it all happens at baptism. Another possible interpretation of Genesis 6:3 is that the reference to 120 years may have meant that god was declaring that he would bring his judgment [the flood] 120 years from the time of that pronouncement. In which case it would have nothing to do with setting the maximum age-limit of individuals. Taking it your way results in contradictions, since the Bible claims that Noah himself lived 950 years (350 of them after the flood), and that Aaron lived for 123 (as you pointed out). All of which gives the lie to Gen. 6:3, taken your way.
No, the "generation" referred to people in Jesus' day, and was just an after-the-fact "prophecy" relating to the destruction of Jerusalem by the Romans in 70 CE. Since then Christians have tried, in vain, to apply it to modern times. Their efforts have always led to nothing but embarrassment. This has become the case for the WT as well.
Also, keep in mind that you don't need just any old 124 year-old still alive to make up the "generation." According to the WT:
"It applies to Christ's followers and others who were able to observe that war and the other things that have occurred in fulfillment of Jesus' composite 'sign'" -- Watchtower 1978 Oct 1 p.31
So, we need 124 year-old JWs. But the oldest ones the WT could find, whom they put on the cover of the May 15, 1984 Watchtower (i0.wp.com/www.watchtowerhelp.club/blog/wp-content/uploads/1984_watchtower_cover_1914_generation-1.jpg?ssl=1) as representatives of "the generation that would not die" have all long since died.
If the WT could've actually found such an old JW (which would've been easy enough for them to do, had they existed), no doubt they would've produced him or her rather than resorting to the absurdity of an "overlapping generation."
In the end, their 1914 generation prophecy has proven to be a false prophecy. Making them... what? Now do some thinking...

I haven't found any clear answer to the second question, but I think they'd answer in the negative, since it smacks of predestination.
