Unfair move by Oliver Rowland. But not that clear if punishment is reasonable here.
Oliver Rowland changed his line once and that clearly before Markelov was next to him. So the rules are not violated.
But since it's an unfair move by Oliver Rowland, punishment might be reasonable.

It's very simple why Rowland didn't get penalised: Markalov took himself off of the track. Same as Rosberg/Hamilton in Spain '16, and a similar defence Ocon performed on Perez in Canada '17.
If Markalov jinked left instead, he'd have overtaken.
We can say it was too hard, and have opinions on that, but it wasn't in violation of the rules as Markalov was not alongside.

Yeah but it's a reactive move and you're not allowed to do reactive moves BC they're dangerous. Also Hamilton Rosberg Spain 2016 is a bad example considering that it should have been a penalty for Rosberg.

Every time Rowland is not penalised, like Verstappen in F1

It is very strange, why Rowland was not fined for such an incident - this is a clear violation!
