      You have no idea.
When Mexico seceded, it lost all contact with the Philippines.
Until that moment it had been 300 years of trade through the Manila Galleon with which Mexico became the richest place in the world and the center of world trade.
After the secession, in less than 20 years, all of America became a hell of wars and misery.

I can't say there's an even point of comparison to both dances. Fact is, the Mexican dance reflects the aristocrat culture while the Filipino one is of the rural folk culture.
So I would say the Mexican dance is rather stiff and steeped in propriety (which is a good trait), while the rural dance from the Philippines is of a "wilder" yet very creative variety. (In certain dance crews, the rural dance is presented with even more excitement and a bit of adrenaline as it progresses to some derring do acts with the lighted candles which were not represented here, namely, some bits of waist high jumps and some calisthenics and sometimes, contortionism, but it all also depends on the dance crew's skills).
So basically, there possibly can't be any form of comparison between the two dances for the purpose of declaring which is better. Let's just say they're both illuminating, culture-wise, and very entertaining, music and choreography-wise.
And speaking of both culture and music, some academic circles say that there is a shared "legacy" between Philippines and Mexico, not just the Hispanic legacy (though the Philippines threw Castilian language under the bus since the Americans started their colonization in the 1900s), but also the "Indio" affinity. After all, that Adobo is just so tasty.

Filipino folk dance actually has 3 groupings: aristocratic colonial dances (mostly Jotas), rural colonial dance (such as this, the Pandango Sa Ilaw), and non-Hispanic dance (traditional dances from Moros, mountain, and pre-Hispanic).
The aristocratic dances are very heavily into the Spanish styles, with a 3-act structure: act 1 is usually an upbeat Spanish style, act 2 is a slower “virtuous intimacy”, and act 3 tends to be more cheeky “partying” of colonial Filipino style.
And for some of those Pandanggo performances, they’re actually mixing in with a dance style called Binasuan, which is specifically those extra moves to show off skill and talent while becoming more drunk (and I say Binasuan is a style, because many towns/tribes/clans have their own versions of Binasuan that’s played to different music than the ones performed by dance groups).
This Pandanggo is actually more historically-culturally accurate as the dance was used for helping fishers get back.
The dance crews (Fil-Ams) are usually trying to spice things up for performances while also trying to showcase as much culture in a short time, which is why Pandanggo/Binasuan sometimes get blended together.

For Mexico, it feels like you're in a grand celebration of something and everyone just felt like dancing and partying. As for the Philippines, it feels as if the people wanted to dance in the moonlight, holding up candles to illuminate and charm the spectators.

Joe Aguirre I have already replied a comment about the Mexicans perform like professional dancers. Yes, they are professionals dancers, but the the thing is they are not Mexicans they are Russian Ballet dancers dancing the Mexican dance. It's no wonder they are so excellent and very graceful. There are also trained Ballet dancers in the Philippines.

What made Philippines' folk dance difficult is one wrong movement, you'll mess up in the rest of the performance.
Example is this. Once you dropped the glass, it can be shattered and can harm the contestants. Also the candle make it harder to handle the glass because it will heat up the whole glass.
