Would this mix work as just a plane spam boilies as a lake I fish is good for spam but only if the carp get to it first I'm looking for something like tis that the smaller fish can't destroy

You can, but make sure the ground meat is slightly dried out with a paper towel before adding. Too much liquid equals too many oats and then the mixture will become too soft.
