Still not sure how I feel about this one. Terminator is full robot so there is no human weakness meaning no remorse, no human processing. Robocop still has his human brain. 16:00 that is how a Robocop stabilizes himself when firing I don't remember why that was a thing but he does that to stabilize himself.

Think of it this way. Robocop is an endoskeleton wrapped in lots of armor, while Terminator is an endoskeleton wrapped in relatively-soft flesh.
