Weed is not legal in the Netherlands. Police tolerate it but it is by far not legal. So Josh would be right, it is also technically illegal for tourist to purchase and also smoke weed on the streets (as opposed to inside a coffeeshop/hotel room). However since a lot of tourists come here for weed, and these people want to smoke in parks or something, the gouverement allows it. In less tourist visited areas like the most southern part of the country where I live. Tourists are not allowed to buy weed. Only dutch residents who can confirm they are either dutch or live in the Netherlands. However I have seen tourists been able to get weed before so its not impossible it depends where you buy.
