Hi Shiro , this lady is not proactive enough . She should go online and look for all information . The consular officer looks at the facts and the policy in place . And if she has a PR card she should go online and see how she can get a replacement card , I think with PR she doesn’t need a visa endorsement on her passport . And if she had over stayed she should be talking to the lawyer on how to vacate those violations and make an appeal . This are my 2 cents

I dont want to judge, but something is not write here. Italy is in european union, and in europe it does not work like how she is saying.
Everybody in europe has a PERSONAL NUMBER and Italian Embassy i kenya has access to people living in italy permanently even without citizenship.
They have possibility to give her a temporary travel document. Embassy in kenya has her in system allready. She does not need a visa ro tra el to kenya.

If u don't have a nationallity, and your resident expires when u are in your own country ,the embassy where u stayed will never come in between
