There was a piece that was ralking about some of the fighting done by the red army at stalingrad and one of the parts had a quote from a soviet soldier stating "Comrades, in front of us is a large group of fascists. We have run out of ammo and can no longer fights. Begin shelling our positions. Farewell comrades, we did not retreat."

Soviet blocking detachments actually did not generally gun down retreating troops. They'd usually stop them and send the officers to a penal battalion and the men back to the front. Sometimes officers would be summarily executed for cowardice but bodies are not an unlimited resource and the Soviets were keenly aware of this in 1942.
