It never really mattered. Although Sidious trained Maul to be a fierce combatant, Sidious always considered Maul’s gifts with the force marginal at best. In order to be a true Sith one must not only be a powerful warrior, you must also be a powerful Sith Sorcerer as well. Maul didn’t have that type of skill and he didn’t have that type of potential. Sidious was also something of a racist too. He was primarily building the empire to be a human centric entity to allow humans to spread out into the galaxy as far as possible. Sure, he kept particularly useful nonhumans around precisely because they were useful, but Sidious did quite a bit to suppress nonhumans and nonhuman culture. He was especially hard on nonhumans who weren’t near human or had anatomy and features that significantly deviated away from baseline humans. When he saw that he could have everything he wanted from an apprentice in Anakin Skywalker (powerful force potential, he was human, etc.) he never wanted anybody else. Sidious was just biding his time until Anakin was ready to be made the apprentice.

Maul practically represented how the Sith train the next generation with the Apprentice having a difficult, unforgiving and extremely harsh upbringing, while the Master encourages his Student’s growing ambition and grooms him into eventually surpassing him. And that tool had to be broken before it became too dangerous, which is why Sidious went to destroy or at least severely weaken Maul's Shadow Collective personally. He saw him as a rival and threat. So I guess you could argue for that short amount of time Maul was a Sith Lord, until Sidious crushed him, weakened him, and kind of broke his spirit, then he was no longer a Sith. He got base in the glory of being a Sith for like a minute before it was all stripped away from him.

Maul definitely had a depressing life as a Sith. But I think Darth Venamis had it the worst as a Sith, since he lost to Plagueis, was experimented on for the rest of his life, and died over and over. Still Maul’s story was pretty tragic in both canon and legends, since Maul lost everything! His chance at ruling the galaxy, losing his brother, losing his mother, unable to find a new apprentice, and lost to Obi-Wan. I feel like in Rebels since he was arguably already becoming suicidal, he went to Tatooine with the thought of wanting to die. It seems like Maul during his last confrontation with Obi-Wan didn’t care if he died or if he won, he just wanted a complete circle. By this point he seems to have no purpose in his life since everyone who sided with him either died or abandoned him. After TCW Maul seemed positive he had no hope at defeating his enemies except for Obi-Wan, which is why Maul went to hunt him to take all his rage out on him. Besides not living to see it, Maul did get what he wanted as all his enemies did end up defeated.

I still think Maul would have had a role in the Clone Wars, whether he would be the true apprentice or not, he would have at least been like Ventress and the other fallen Jedi, serving as Sith Assassins or lesser Sith in the CIS army. Besides he already made himself know to the Jedi and to the Trade Federation(who were already set to play a decently major role in the coming Clone Wars), so it would make sense to keep him around to keep the Jedi guessing who the two Sith Lords were Dooku, Maul, or another fallen Jedi like Ventress, so it would help him cover his tracks.
But regardless of whether it would be Maul or Dooku as his true apprentice after he killed Plaguis, Palpatine's plans changed once he discovered Anakin, he wanted the Chosen One as his true apprentice, and the other two would be cast aside. Because that's just how Palpatine rolls, always looking for the best option for himself, Maul or Dooku could have been the one, but once he found Anakin he found the best option and saw the other two as just inferior tools for his true apprentice.

The thing is, in such a case only Vader could he called a proper Sith apprentice of Sidious as Dooku was always meant to be replaced as well, in fact much faster than Maul. And hell, even Vader wasn't meant to be Palpatines successor.
Maul was a Sith Lord because he went through all the stages necessary to become one bh deffinition. Sidious being an alprentice of Plagueis doesn't matter here. In fact Sidious considered himself the "genuine master" anyway, which was partly true, it was him progressing the Grand Plan, while Plagueis was entirely focused on finding the jey to immortality, which over time gradually blinded him.
The Sith were always known to break tgeir own rules, those rules were changing very often anyway. Tenebrous for example took on 2 apprentices at the same time, Plagueis and Venamis. How can you tell which one was the "trye" Sith? You can't.
Maul was an apprentice to the mastermind behind the Sith Grand Plan and was taught by him not only combat techniques but also philosophy and history of the Sith, which he embraced, which is enough to call him a proper Sith Lord.

Maul was kept downs from developing his ability in the forces, making him near exclusively focus in his lightsabers ability, which weaken him, it's also made him closer to a dark Jedi than any Sith, whom master the Forces, not the lightsaber.

But he survived, almost all the way through the empire. He may have failed more often than then not. But he also ruled the criminal underworld for nearly 18 years before his death. Maul after returning was a ravenous animal, who lost a lot of his original skill and control, but after the death of his brother he became far more powerful and wise. You all witnessed his ability’s in season 7 and abored the venator, and his plan to have all the criminal organizations go into hiding. I used to think very little of maul, for years I thought he was a weak monster. but palpatine trained him far better then he ever realized.

Sidious always intended for Vader to be his apprentice.

Quite the contrary, Sidious could've easily gained the Droid army without Dooku, the Droid army was created by the Separtists and funded by the Banking Clans. Dooku only made it easier to convince them to declare war on the Republic, whereas Maul would've used fear and intimidation to get the war started which would've been a hasty and sloppy approach compared to Dooku's more formal, negotiating approach.
