Subway stations, Port Authority Bus Stations, church's open for emergency shelters, shelters ,Grand Central Station,jail,mental hospitals, and some do the winter in a drug /alcohol rehab thing., 90 day commitments.Some hospitals and colleges open up the basements of storage facility's.many just tough it out. Shelters have zero tolerance policy towards drugs and booze and many prefer getting high over getting straight.

February. But early March storms are usually the worst and most memorable, but they don't happen as often.

i'd say it *really* snows for about 2 months; the range is december to march but it never lasts for the full four months
