Whereas some also wear it for others, yes, but that doesn't and shouldn't reduce their self worth to just sexual objects. That's what is called sexualising. Everyone has the right to express themselves in whatever form they desire to, without being exposed to unsolicited comments, cat calling, and unwanted groping. If they desire such attention, let them approach. Otherwise it doesn't cost a penny to be a decent human being. But we live in such a hyper-sexualised culture, that it seems almost impossible to not have such provocative thoughts towards someone who wears revealing and/or non revealing clothes. People will make comments about how it's their eyes and they have the free will to look and stare at whoever they wish to, and if they can wear provocative clothing, such behavior must be expected. These comments are dumb since human society is based on morals and at the end of the day, it's you who gets to decide whether or not to live a life based on morals. Now I don't know if you really wanted to know the difference between the two or you just wrote it for the sake of it, but here you go.
