It means they are general category and they don't have any reservations like other community... This looping rule will make sure that other community students get thier dream college whereas general category students don't even get lower colleges. Other community people should kindly understand the struggle of us.

Epdyu seat total ah increase aachunaalu number of seats available for a non oc student same dhaana sir.
For eg; ipo bcm student ku 8 seats normal ah iruku sir rendu college ( 4 in each)
If a oc student takes seat in college number 1 then no. Of seat increases in college 2 so totally 8 seats ipo 9 aagidu sir but total seats in which non oc student can join remains same la sir(8 seats because 1 filled by oc student)
Innoru disadvantage enana ipo college 1 top college ah irundha when compared to college 2 then non reserved students ku (not in top 31%) andha college 1 la serara probability koraiyu la sir
So according to me idhu complete disadvantage to bc/bcm/mbc students who are not in top 31% sir. Not only this sir many fc students who work hard are not able to get gov seats by a margin!
Discrimination ilama irukanumna reservation layu equality important sir!! It is well and good if a student gets seat even with avg makes if he/she happens to be in a lower middle class family. But blindly giving seats to students with low marks because of their community is !!
