@Jim Hibbits I've been homeless for over 3 years now. Now I'm in my car which is better, but I used to sleep in a hammock and carry a full pack every day. I never left anything where I slept. If I was caught I wanted to show cops/ people that I wasn't one of the those who didn't care. Yes, I pissed in the bushes, and you learn where the bathrooms are for the the other. If you need toiletries, most shelters, churches, and other organizations will provide em. I see homeless people who pay $8_10 bucks daily for cigarettes and other crap, so if you want to stay reasonably clean it can be done.I have to shower every day to stay employed, and I've learned whatever it takes to do it. My point is that it's possible to be clean/ tidy in your camp ect. Some people unfortunately have given up, and it's sad .

@Jim Hibbits I've had every invitation in life to put myself in those shoes and I struggled and did everything I had to, no matter how impossible it seemed, to not be in those shoes. Having said that, I worked for years as a volunteer, much of it helping on homeless issues including working at one point with Ted Hayes for HFH. My take-away was the minority who wanted out of it and were willing to do what it takes, took some help and a shoulder to lean on and they made it out. Most of them wanted money or food or a place to stay but had zero interest in cooperating with anything else. It was very disheartening, but I don't regret that fact that some of what I did got the lesser percentage help they needed to be back on their feet. It was like 10% who actually were willing to work their way out of it and cooperate.

That’s been tried several times in cities all across the country and it failed. If you actually want to solve the problem you must attack the issues that create it. Mental health is a big factor in the homeless problem which we have been treating for years unsuccessfully. Financial instability causes it as well, once again we have been pumping billions into our lower class and the problem still exists. And in a lot of cases it’s self induced, the US has always had large groups of people that live a migratory lifestyle without any long term stability. It’s just kind of what they want and you’d be amazed at how resourceful they are meeting their daily needs.
At best designating areas for homeless gives a location some will go, but not a majority and the problem still isn’t fixed.

The rent it too damn high here in California. In the South Bay where I live my mom and I can’t afford our own place so we rent a room from someone else for $950 a month.
Even low income housing is really expensive. It’s $1,500 not including water pge and the other things some of us have.
In some places a studio apartment is $1895! I don’t understand how the rent can keep going up every year and yet our pay doesn’t increase every year.
Not all of us are in the tech industry. This one landlord said if we made 5 times the rent which was $1,695 for a one bedroom then we could rent at that place. If I made 5 times of $1,695 I’d just buy a damn house.
This is getting ridiculous! No one in office has done a damn thing about the cost of living going up every year.
I rented a room in someone else’s apartment and the roaches were everywhere! The landlord said he could be charging more because of the area. I mean there were roaches!
Thankfully we have a clean, nice place to stay....for now. My housemates are already talking about moving out of the area...

This now is like the Depression 2.0, w a pandemic thrown in and racial tension and divisiveness not seen since the Civil War. Which, incidentally, was the last time our country was attacked by white supremacists. Unfortunately, this time they're in the white house and controlling the Senate. It's October 2020 and we had to revise security protocol at our new location because while the tents haven't arrived yet, the homeless are here already and they have zero problem walking right into your office, the assumption being "pay me and I'll go away". Before anyone starts in on "security protocol", all we did was clients have to arrange to be let in, I'm not talking about sharks with frikken laser beams on their heads. Joke is, the buzzer we installed for that, the homeless have started ringing it once in a while to see if we'll come out I guess (we have cameras, our clients arrive in cars, not shopping carts).

So basically what you are saying is that they are criminals or crazy and refuse treatment. I fail to see how enforcing our laws doesn't sus that out. You're a criminal? Don't break the law. If you are crazy, accept treatment. Easy peasy. Mental illness isn't fair, but it's not everyone else's responsibility to deal with because you don't like the way psych meds make you feel. If you are too crazy to be able to make those choices, then you need to be committed. Period.

I lived in an apt on that park. I wrote a letter about this trying to alleviate this problem, but in the end it’s not my fight...I couldn’t understand how the homeowners continued to let this happen. This used to be a nice, huge clean park and it was the main reason for me paying more in rent to live on it. It was worth it, but I left because of what was happening to the park and my apartment. This park backs up to Encino housing as well. There were tons of shopping carts under trees but I see the problem got worse. All the trash cans are overflowing. When people foresee the area won’t work for them, they need to move somewhere cheaper...not stay there in a tent. Don’t overspend and learn to deal with difficult people at work. They won’t always be there. There’s a lot of dangerous people and they are the dumb ones...so you can survive them, don’t let them trash you, let them trash themselves.

As a working class homeless (no drugs and no mental illness) in SF Area. I can tell you that laws won't and don't fix homeless. It is the greedy landlords and the extreme high cost of housing that is the cause of the working class homeless population to grow uncontrollably. Just because some (few) people are making higher wages doesn't mean that landlords and cost of housing needs to raise far beyond what most people can afford (massively higher than a third of your take home income). Housing should only be a quarter to third of your take home income. Any higher means the housing costs are way more than you can afford. Which means you are only a paycheck away from homeless yourself.
The laws that make homeless illegal through making the actions of homeless illegal is part of the problem and not the solution to the problem. As well as those laws are inhuman. People are not dogs, or cockroaches.
Criminalizing homeless will only give them criminal records that they never had before. For the working class homeless this is destroying their future of getting better higher waged jobs in their future. So in a real sense criminalizing homeless is harming them and not helping them at all. You just create criminals out of honest hard working people that are homeless. This is creating a larger problem by criminalizing working class homeless that will end up with mental illness, drug addiction, and criminal behavior problems because of the depression feelings of no way out of homelessness after getting a criminal record from homeless actions. This is what happens with what you are proposing.
We need help for these people. Drug rehab for drug addiction. Mental health care for mental illness. And help for the working class homeless that will actually help the working class homeless.
Just wait until you lose your place to stay through landlord's actions or lose of your job. Then you will begin to understand the homeless problems.

I hope you are doing well. I'm homeless in Sacramento and I agree with you when rent is over 2,000$ and they want you to make 2.5 to 3 times rent it's impossible not only that but if I as a mom with 4 kids, have to have a 2 bedroom because they made a law you can only have 3 people to a bedroom. It's even more expensive for us the laws don't work for poor to middle class. if I can have a 1 room apartment I'd give the kids the room, and sleep in the living room but the government we pay into if we want to or not, is the reason for being homeless.
