Doug moves on from his Coober Pedy Dougout

In Cobber Pedy, four men share an underground dugout. But things have been getting a little tense so its time for Doug to move out. So he takes his tunneling machine and an old mate and start carving out his new home.

Good stuff, love it. If its no trouble can you tell me how much red tape is involved before one can dig a hole into the side of a hill and call it a home? Land ownership, permits, council rules and regs etc etc :)
