From what I see he's not holding back even though he says in all of his interviews that he don't give his best in the rehearsals but I'm sure sometimes he do gives his best like this one and the IJCSLY rehearsal of 2009. His voice is pretty rough/not in good condition. He's aging and yes for sure struggling a bit to sing and dance at the same time. You can see that here in the video. His breathing says it all

Nah you can tell that singing full out night after night after doing 2+ hours of dancing, he would have messed up..a lot of his song are just very vocally demanding.
He probably knew himself what he was and wasn't capable singing live throughout a 2 hour concert. For rehearsals he can be a little more laid back and take pauses whereas live in front of thousands of people, he wants to give the best that he can with his vocals and his dancing.

Michael on his tours from '97 onwards only used playback, so I love watching rehearsals. As much as he didn't sing fully, it's too good to hear his vocals to the live
His music is soooo so powerful. I can’t not listen to it ever again. Regardless of what he may or may not have done. His music was such a major influence in my life. No one will ever come close.
The thing is, for every song Michael jackson lip synced in his career, he always sung at this level underneath even though no one heard it. But it actually did get recorded, and MJs music director had all the tapes
