Not remotely relavent. How is a non accusatory dialogue time consuming or require any effort. it's convenient to say the creator put effort into the romhack but for some reason exclude something that's still part of the same romhack, it's supposed an highlight encounter in the main storyline not some side errands. Not that it matters since the creator not accounting for a blatantly obvious scenario for a pokemon game let alone an rpg like this is not comparable to doing "unintended things" such as exploiting glitches is only due to lack of foresight. Grinding and leveling up are literally the very basics of these kinds of games. There are many examples of how you execute a "scripted" boss, this dialogue is not of them. e.g. You can defeat urizen in the prologue of devil may cry5 and you get an ending right away. You can defeat Lavos early in Chrono trigger and you also get a secret ending. List goes on. The dialogue here was meh and that's just how it is.

Look up "Gba Emulator for Mac" there are many, just install the one you want. Then go to rocket-edition.com/download/ It will tell you the instruction, you can find the rom online. After you patched the rom just play it on the emulator, hope this helps!

I actually did something similiar to you. I grinded against level 5 pokemon until all of my pokemon were at level 30 and I won without save states
I did this too. I EV trained my pokemons to the maximum so when i go beat his ass my pokemon are in 30 lv or more.
But atleast got 24440$
