Raiden Shogun isn't Wanderer's creator and in this voiceline Scara are definitely speaking about his creator. He may not know Ei's real name, i don't really remember, but that doesn't matter.
His feelings stay the same: Wanderer isn't ready to forgive her.

I just wanna say Makoto would introduce herself as the Shogun not Makoto, because there was only supposed to be one god of each nation so Makoto, and Ei would act like the same person, that’s how the name Shogun was made (in Genshin Impact).
