City don't get build in one go. They are not building slums. First they build basic infrastructure like, roads, electricity, pipelines, gutters, central cooling system, vacuum garbage system etc etc, then it allows builders to build their building. Cities from scratch get's build in Phases. So approval to start construction is given in proper planning in phases.
So far completed phases are +- one time and future phases are on the line too.

Only 6 -7 buildings in 12 years . Newtown Kolkata , UB city Bangalore, Gurugram, Noida sab speed me develop ho Gaye aur modiji sirf announce Kar ke bhool gaye. Sirf add ho rahe hai kaam Kuch Nahi.
