Not likely, people have been killing tigers for many different reasons for multiple millennia before the book came out. As soon as humans and tigers met, they've killed each other. Tigers killed people mainly for food, sometimes in self defense. Humans killed tigers usually in defense, but also for food, and for their pelts, as well as in defense for their livestock.
This movie’s CGI is really poor but the tiger looks mid and the jackal has too many facial expressions similar to humans and that’s why the jackals the ugliest CGI creature to ever exist

the hunter didn't mean to shoot mowgli, but hit him unintentionally (the target was Shere Khan, he even reloaded his gun and fired again, this time hitting Shere Khan).
