Because the antagonists were pretty trash. Video game boy, doll house girl...don't even get me started on Dirty Boots. The Fullbringers as a whole were wack. Also, this arc came right after a filler, which is why the ratings got so low it was cancelled.
That pretty easy at that time people wanted the same thing that happened all the time in naruto and One Piece - Ichigo gets more powerfull, beats on even stronger bad guy and gets another "even cooler" transformation but what they got was a filler arc that was kinda ok kinda stupid at some points and then some "more" down to earth scenarion with repercussions for Ichigos action and some psychological struggle. Overgrown babies of that time really didnt like stories like that so they were throwing trash at Bleach and the licence for the studio that animated Bleach run out and Bleach entered the anime limbo where it expected all the licences and deals to run out, not a good point for a series and it lasted to 2020.
