Baby boomers are retiring, and there's not enough young people to replace them. It's just a demographic problem, and wages will need to raise A TON to meet the supply.
The only solution is to pay more if you want talent.

The talent positions are getting filled. The issue is the semi skilled and un- skilled are able to standby and survive for a certain amount of time without needing to go get a job. Wages are not going to increase anymore than they have for those positions. The Subway/McD/Amazon warehouse types are not going to make anymore than what is being offered now, on average. When you compress salaries too much, those skilled workers request more, and if they don't get what is desired, they will move on.

WFH has been a blessing to people with disabilities, because it means that someone who can work without the pressures of an office, can work. If the job can be done on a computer from any location, then their may not be a need to work in a office surrounded by sick people, petty office politics, and the gas / stress of driving to work. As long as their productive, WFH should be an option for many jobs. Trying to strong arm workers to return looks bad, and destroys moral after they have enjoyed not dealing with traffic, saved on babysitting, or listened to their favorite music all day. Dave you may not like it, but many of the jobs at your company should be WFH, and you should care for workers that need the option.

Talking as a developer with many years of experience, the companies can't demand us to come into the office. The smart ones won't try to force. We get too many offers a day. We can pick and choose where we want to work. If my current employer told me I have to come in, I would consider it only because I like my team, they treat me really well, and I'm paid well. My current employer doesn't force me to come in because I'm highly productive from home, and I'm hard to replace. Tech can be done very well from home.

Depending on what city you live in, the pay for a public sector job isn't enough any more to buy a home and raises don't keep up with increases in home values. For example; in Franklin, TN where Ramsey is located the average base salary for a teacher is $51,206 yet the average home value is $863,149 and $460,447 in Nashville. Using Ramsey's own ratios, before any deductions, the average teacher has $1066 a month for housing in an area where the average rent is $1,819 a month.

Just because someone writes a job description and wants someone to do the work doesn't mean they will get it. Take a look at Upwork to see all the ridiculous requests for help at tiny prices. A business needs to adapt and grow or die. Labor cost is up and maybe the business model breaks or the owner make less money.
