Unions usually don't exist to cover for bad employees. They are run by employees that care about the rights of fellow employees and unite to negotiate with employers and governments to ensure that employees in their company or sector are not handed the short end of the stick when big decisions are made. They are there to provide legal advice for people who have been treated unfairly by their employer. It's true that they are harder (though not impossible) to fire as a protection mechanism so they can't be coerced by employers to drop certain issues during negotiations on the threat of being fired.
It's not unions that are the problem, it's the culture within these police departments. Union representatives are being elected by their fellow unionised employees. It's not surprising that there can be corruption in unions just like there is corruption in the entire US political landscape.

For once I would like to here a Police Chief say we have to stop harming and killing people for no apparent reason.
The problem is never that , the problem is that Police forces are underfunded, under geared, and training are limited. Unlike other agencies like the FBI, CIA...etc
Police are at the local levels, they should be one of the more important institutions because they deal with everyday citizens, and they deal with the people constantly so their interpersonal skills should always be considered the most important, but they aren't.
Police Reform beginning at the lowest level and all the way to the top must be made, and this is the time to do it, especially when so many Americans are out of work and have enough time on their hands to push for real change.

This chief has heart. Texas is moving in the right direction. When my friends mention about acceptance and racism. The northern states east and west coast are used to minorities and not racist. Then we talked about Florida and California, definitely able to accept minorities, very open because used to tourists and other minorities. When we talk about midwest and southern states, we are like yup they still fairly racist. Texas and Arizona and these states is moving toward more acceptance even though they are very harmonious. Maybe they are used to having a lot of Hispanics and Latinos moving in.
This whole Floyd incident may not had started out as a racist thing but more of that police officer having grudges with him personally. But it open dialogue of equality and acceptance. Judge people for who they are, not what they are based on ethnicity, color, and background.
