I googled it and it said it wasnt public transport. While taxis are a form of transport available to the public, they aren't Public Transportation. Public Transportation is generally considered to be systems operated (or heavily regulated) by the government that: Operates on a schedule.
cab is a public transport. It was made for transporting the public at a fee. Just like trains, buses, bicycles. EVERYTHING is privately owned at some remote level. If the city owns it, guess what, its still a privately owned company. If it was truly public, it would all be free and you would have a commodity in it because it was produced with your tax dollars.
If the city owns it, it is publicly owned. By definition government provided systems are public. City/state owned resources are technically owned by the people as tax dollars fund those things. Government provided services are for the people and funded by the people. It is a not-for-profit system meant to provide services. People empower government. Without the people, government has no power or money. Therefore, government owned services are owned by the people, thus making them public.
For the people wondering... Taxis, shuttles, or ride sharing (like Uber or Lyft) you are hiring for yourself no one from the public will be in there with you along the ride. The others are classed as "public" transport because you are actively sharing it with the public during the ride.
A cab is public transport. You are being transported from the public. If you take a train to a location vs taking a cab to that same location, you’re still paying the public to go to that destination

It's complicated, but as far as I know under legislation for the UK at least, a taxi where you would not be each liable for separate distinct fare per person would not be considered a public service vehicle and so wouldn't be public transport. But the video was in Ireland, so people would need to go through the relevant laws there to know.

I'm pretty certain this was not a taxi but a private hire car (it was a Mercedes FFS). So, I would not count it as Public Transport.
