Hi! Head over to the autoshow and find the cars with the little download icon on their bottom right. You should be able to add them to the garage for free.

Yes, except for those with the download icon that do not have the OWNED text. Those cars come only in the car packs (which needs to be bought separately). For example the 2022 VW Golf R.
