You didn't actually get 84 stacks of phenomenal evil in one round with Teemo. Since you got the augment on the second round of augments, it gives you some stacks to start off with. In your case, it started you off with 40 stacks already

Ap thresh, ap xin zhao, full onhit shyvana (crit if you got crit augs), ap ezreal (or ad), heartsteel full ap kench (seriously, it was actually quite good), the list goes on more if you're interested.

During the final fight against Singed, the reason you didn't do any damage was cuz you didn't auto that much. You were only stacking your AD and not your AP.
