I think he knows the answer is technically yes because fallen angels were just that angels, and angels have been known to take on human form. But like he said God doesn't allow the demons to walk in human form. Bible says we entertain angels unaware, doesn't say demons or fallen angels.
So while technically demons have the ability to transform into people, it's only a No because God doesn't permit it.
They are allowed to possess anyone who does not have the Holy Spirit, they are allowed to oppress Christians when allowed by God, they can influence the minds of people, but they cannot take on Human form only because God does not give them permission to do so.
