I think it was Jesse, Liam told him about the gun and Jesse also said Liam needs to stay away from her and that he doesn’t want to loose another brother. The shooter missed their first shot and was shaking a lot and that’s what id think Jesse would do as he’s not evil. Since he was so scared, he probably asked Liam to help him out and that’s why Liam ended up with blood on him.
