My One Piece Theory after Chapter 1115 :-
★The Final War Will begin after Luffy becomes King of the Pirates★
As we know that luffy has no interest in knowing early that The One Piece is real or not :proof(when ussop asked Rayleigh in Sabaody.)
Now, Vegapunk is saying that The War has not ended yet. So I think that luffy will go to The Laugh Tale after Elbaf Arc and Shanks is the one who will help him. And on the Laugh Tale Island All Straw hats will learn about the void century in detail(because now in egg head Island Everyone is focused on escape, not on Vegapunks message) and luffy will learn about his true devil fruit powers and abilities. Then Luffy will be called King of the pirates. After that the Final war will begin as Vegapunk said JoyBoy VS 20 Kingdoms and Nevy.
→As for Blackbeard pirates Shanks and his crew will take care of them(A proper rematch)
→Revolutionary Army, Luffys grand flit, Shanks, Buggy and cross guild, Marco, will help Luffy fight Marine. Fishmens and dressrosa's king will not fight for nevy.
On Elbaf Arc:-
Power up
1)Ussop will learn to use observation haki.
2) Zoro will learn Conqueror haki(In Wano Kaido said:You used the colour of supreme king)
3) For sanji : I don't think any power up because he already got power up in Wano(The germa Ability) but he will train him self

5) Robin's gonna meet with her old friend
