Sooooo... basically throw sinkers and cutters to cross the barrels of the hitter? Flat cutter to righties vs depth to lefties...? Except that lefties hit running righty 4 seamers well... Do we have a mechanism that covers both examples?

Much of the effectiveness of any pitch depends on pitch sequence. That's not mentioned here. If all pitches at an at-bat were the same pitch, there would be more hits of that pitch. The pitcher, of course, has the advantage of the element of surprise.
