Hypertension is Not a risk factor for diabetes mellitus. Insulin resistance which is common in diabetes mellitus type 2.,is Associated with metabolic syndrome ,part of which is hypertension. as described in this paragraph from Davidson 's book of medicine . As well as being associated with hyperglycaemia, insulin resistance is also associated with a cluster of other conditions. These include hyper-tension, dyslipidaemia (elevated small dense low-density lipoprotein (LDL) cholesterol, elevated triglycerides and low high-density lipopro-tein (HDL) cholesterol), non-alcoholic fatty liver disease (Ch. 24) and, in women, polycystic ovarian syndrome. This cluster has been termed the ‘insulin resistance syndrome’ or ‘metabolic syndrome’ and is usu-ally associated with central obesity, impaired glucose tolerance and an increased risk of macrovascular disease.
