It's probably not the answer that you want to hear, but have you considered hiring private counsel? There is a lot more individualized attention and avenues for discussion if you hire private counsel. While a lot of public defenders are great, they simply don't have enough time spread around. No, no not necessarily. I'm not sure what jurisdiction you are writing from (we are in WA), but we submit info like that all the time. Talk to your local counsel and just ask if there is any downside to submitting a mitigation report to the State. My guess is no.
